Turkey's Law No. 7464 on Short-Term Rental of Residential Properties came into full force in 2024, introducing a licensing regime that fundamentally changes the short-term rental landscape.
Key Requirements
Operating License: All short-term rental operators must hold a license issued by the Ministry of Culture and Tourism. Applying without a license after the deadline carries fines of ₺100,000–₺500,000 and property seizure risk.
Building Consent: In apartment buildings with more than 4 units, unanimous consent of all flat owners is required. This clause alone has effectively barred short-term rentals from the majority of Istanbul's apartment stock.
Physical Signage: Licensed short-term rentals must display a visible licence plate at the property entrance.
Impact on Investors
Properties in standalone buildings, villas, and townhouses are far better positioned than standard apartment block units. Operators who obtained licenses under the previous informal system have a significant competitive advantage.
Compliance Deadline
Existing operators had until January 2024 to apply for transitional licenses. New applicants face the full requirements immediately.
